In regard to the item about the trooper collecting fines on the spot via credit card it seems that the increased use of credit cards in Israel has stalled the issuance of a 500 Sheqalim note (about $110 US) there. The note was scheduled to be released a few years ago but according to my contacts there so many people now use credit cards that the need for the note has decreased dramatically. Ten years ago very few Israelis (at least the ones that I did business) with used credit cards; now more than half my sales to Israelis is by credit card."
