I have to disagree on that point - the fakes are instantly recognizable by anyone who knows them - unlike many other fakes that take careful examination of the various security features. I attach photos of a genuine note and the CIA version. Even in web-reproduction they should be easily separable. I have always thought that the perpetrators could not have seriously thought that the notes would pass in commerce, especially the ones that have only block letters/numbers and lack the serial number. Even when present, the serials are not very convincing.
